Paul has been a practising GP partner in Leigh-on-Sea for the past 24 years. During that time he has set up several medical related businesses including a clinical trials company, a counselling and psychological therapy service, a travel clinic franchise, a triage and referral management service and a diagnostic and treatment centre including MRI and CT scanners and a full endoscopy facility.
Until recently he was Clinical Chief Officer of Southend Clinical Commissioning Group commissioning care for a population of 185,000 with a budget of just over £200 million. Along with the unitary authority Southend is one of the integrated Health and Social Care Pioneers. This role brought significant experience in commissioning of acute services and development of integrated care.
Paul was a member of the Keogh Committee that reported on the higher than expected mortality rates in 14 hospitals across England and was a member of the Quality and Clinical Risk committee of NHS England. He is Co-Chair of the Quality Working Group of the Clinical Assembly made up of the Chief Officers and Chairs of all 211 clinical commissioning groups in England. He has led work on improving quality of services commissioned by CCGs and developing commissioning for outcomes.
Paul has a keen interest in the use of technology in clinical care and sits on the advisory board of Smart Living Accelerator. This brings together partners from academia, local government, healthcare and industry to speed up the adoption of outcome –led assisted living, telehealth and telecare solutions to benefit local communities.
